The Bigger Picture of Infrastructure Strain

Roads aren't the only public assets buckling under thermal stress. The same extreme weather driving up pothole numbers is wreaking havoc elsewhere across the transport network.

Railway embankments built on clay shrink during dry spells, forcing emergency speed restrictions and timetable changes. High temperatures expand steel tracks, raising the risk of buckling. At the same time, insurance companies note a steep rise in residential subsidence claims as dried-out soil shifts beneath building foundations. Climate disruption isn't some distant threat. It is actively warping the physical foundation of daily life.

Drivers know the reality all too well. Surveys show over half of motorists view the crumbling state of local roads as their top driving anxiety, with the vast majority encountering severe craters on most regular journeys. Decades of underfunded local authority maintenance budgets left the network uniquely vulnerable. Even with recent funding bumps—such as record council highway allocations and multi-billion-pound central government packages aimed at long-term improvements—getting ahead of the backlog remains an uphill battle.

What Councils Are Doing Differently

Change is painfully slow, but pressure from transport bodies is forcing a shift in how highway authorities spend repair money. Patching a hole with cold-lay tarmac and hoping for the best is no longer cutting it.

The Department for Transport introduced strict performance metrics, threatening to claw back maintenance funding if local councils fail to prove they are utilizing preventative techniques.
